SEO audit for websites in Estonia
Estonia runs much of its public sector online and offers e-Residency, so many Estonian sites are built by people used to doing business across borders. For SEO that creates two unusual problems: a language whose words change form in searches, and companies whose customers are not in Estonia at all.
The notes below cover both, plus the Russian-language audience and the technical checks the audit runs on an Estonian site.

Market notes for Estonia
Fourteen cases: why one keyword shows up in many forms
Estonian has fourteen grammatical cases, so a noun changes shape depending on how it is used. ‘Kingitus’ (gift) also appears as ‘kingituse’ and ‘kingitust’ in everyday text and queries. The practical lesson is to stop thinking in exact-match keywords. Write natural sentences, keep headings in the basic nominative form that people recognise, and let the inflected forms appear where the grammar demands them.
Use Search Console to see which forms actually bring clicks. Pages written naturally usually collect several forms without effort, whereas pages that repeat the nominative in every sentence read awkwardly to Estonian speakers.
õ, ä, ö, ü: letters, not decoration
In Estonian õ is a separate letter, not an accented o, and ö and ü are separate letters too. Removing diacritics can change the meaning of a word or make it look like a typing error. If you build ASCII slugs, remember that mapping õ and ö both to ‘o’ can make two different words collide. Decide a slug policy once, whether UTF-8 slugs or a consistent ASCII mapping, and keep the same policy across the Estonian, Russian and English versions.
Titles, descriptions and structured data should keep the full letters. Check that your templates, feeds and email systems pass UTF-8 through unchanged.
A Russian-speaking audience to plan for
A sizeable part of Estonia’s population speaks Russian, especially in Tallinn and around Narva. For consumer services, retail and healthcare, a well-written Russian version can reach people an Estonian-only site never will. Treat it as its own site, not a translation afterthought: separate URLs, a native-quality title and description on every page, and ru-EE hreflang with return links.
Make sure the language switcher is a real link to the equivalent page, not a script that sets a cookie. Crawlers do not carry cookies, so cookie-based language switching hides the other versions from search.
e-Residency firms and the wrong country signal
Estonia’s e-Residency programme gives non-residents a government-issued digital identity, and many companies registered through it serve customers in other countries. A .ee domain tells Google ‘this site is for Estonia’. If your customers are in Germany or the United Kingdom, that is the wrong message; a .com or .eu with the correct language and hreflang says what you mean.
The same logic applies to local structured data. Add LocalBusiness markup only if people can visit a real location. A service company without premises should use Organization with an areaServed value instead.
Copy-ready examples for Estonia
Both snippets use placeholder data. Replace the domain, name, street, phone number, coordinates and prices with your own before you publish them.
hreflang tags
This set covers 3 versions (et-EE, ru-EE, en-EE) plus an x-default. Put the same full set in the <head> of every language version, each page listing itself too; Google ignores pairs that do not link back.
<link rel="alternate" hreflang="et-EE" href="https://example.ee/et/" />
<link rel="alternate" hreflang="ru-EE" href="https://example.ee/ru/" />
<link rel="alternate" hreflang="en-EE" href="https://example.ee/en/" />
<link rel="alternate" hreflang="x-default" href="https://example.ee/en/" />
LocalBusiness JSON-LD
The postcode follows the Estonia format (5 digits) and the telephone starts with +372. Use the most specific business type that fits, and keep every detail identical to your footer, contact page and map listing.

What the audit looks at
What the audit checks for Estonia
UTF-8 and the Estonian letters
We check the charset declaration and look for titles where õ, ä, ö or ü are replaced or broken.
hreflang for et-EE, ru-EE and en-EE
The audit verifies reciprocal links, valid codes and that language switchers are plain links rather than cookie-based.
ccTLD consistency
If a .ee site links to or canonicalises to a .com version, we flag the mixed signal so you can choose one primary domain.
Organization or LocalBusiness schema
We check required properties and that an Estonian five-digit postcode, such as 10111, is stored as text.
Questions about SEO in Estonia
Do I need an Estonian version if my site is in English?
If your customers are in Estonia, yes: most users search in Estonian or Russian for local services. If you sell internationally from an e-Residency company, English may be enough, but then a .com is usually a better domain than .ee.
How should I handle Estonian slugs?
Either keep UTF-8 letters, which Google encodes in links, or use a consistent ASCII mapping. Avoid mapping õ and ö to the same letter, and apply the same policy to every language version.
Which hreflang codes fit Estonia?
et-EE for Estonian, ru-EE for Russian and en-EE for English aimed at Estonia, linked reciprocally with an x-default for the selector page.
Is Estonia in the euro area and Schengen?
Yes. It joined the EU in 2004, adopted the euro in 2011 and has been in Schengen since December 2007.
Can an e-Residency company use LocalBusiness schema?
Only if it has a physical location customers can visit. Otherwise use Organization with areaServed, so you do not claim an address that does not serve customers.
